KONGSI adalah filem aksi komedi mengisahkan penyiasatan ASP Shariff terhadap kes pembunuhan di kalangan kumpulan kongsi gelap di sekitar Kuala Lumpur. Kumpulan kongsi gelap ini terdiri daripada tiga kaum iaitu Melayu, Cina dan India yang selalu bergaduh selepas berlakunya sesuatu kes pembunuhan.
ASP Shariff akhirnya berjaya mengesan seorang pembunuh upahan bernama Tumulak yang terpaksa melakukan pembunuhan untuk menebus hutangnya. Pelbagai peristiwa berlaku disebabkan perbuatan Tumulak dalam usahanya menghuru-harakan kumpulan kongsi gelap itu.
ASP Shariff yang ditugaskan membanteras pergerakan kongsi gelap ini berhadapan dengan pelbagai cabaran dalam usahanya. Dia juga diugut apabila anak dan isterinya diculik.
